This statement is taken out of context. In the original, Marchetti makes clear that he is merely speculating. In fact, the quote above omits the opening words of the sentence: "My theory is that we have, indeed, been contacted...." Marchetti writes that UFOs were "rarely discussed" in his CIA experience, though "neither were they treated in a disdainful or derisive manner, especially not by the agency's scientists." He said most of what he heard were "rumors," and these largely "unimpressive." Marchetti's article, which is essentially an exercise in space, type, paper, and time waste, betrays his naivete on UFO matters. For example, he says, "Of all the evidence that exists with regard to UFOs, the single most impressive item (to my mind) is the Jimmy Carter experience."
